whats the deal, crop the black lines and leave it as-is. Since that particular piece looks like upscaled SD, do that YV12InterlacedReduceBy2() thing to make it usable and that's it.

I think you'll find that the correct aspect ratio is 14:9. The use of this aspect ratio is not uncommon in Australia and Britain. The material is originally 16:9 but it's then partially cropped and partially letterboxed to be more compatible with 4:3 displays.
