Diags Software on 98' v70

Apologies if this question has been asked a million times before, but searching through the threads I'm still a bit confused as to whether my vehicle is OBDII complaint or not? I've tried using the following (MObiDIC) device before but it wont connect. Can someone confirm whether a 1998, v70, petrol 10 valve is obdII compliant? What options have I got for reading the fault codes on this car. VOL-FCR seems popular but was a little more expensive than I wanted to spend, if it isn't gonig to be universal - ie I can use it on other vehicles. I'm assuming Vol-FCR would work on this car? '98 was a change year. If you car has a conventional cable throttle and distributor cap & HT leads then you can obtain 'flash codes from the engine management system. See the forum section on making a flash code reader. The later post '98 cars (with electonic throotle) are OBDII compliant.

Coolant temperature sensor is another you could unplug easily.
