2nd processor is making no difference protools7.0

When I use any plugins, including digidesign, the 2nd processor makes no difference, in fact the cpu meter reads that its using double the amount when I switch to 2 processors RTAS (i.e 25% - 50%) I was using IR-L last night on one processor and it was barely running but running. When I switched to 2 processors to get more power, the song wouldn't even play. I kept getting the holding off cpu usage message. I have the waves update for 7.0, but to verify that it just wasn't waves, I tried a digi compressor. The CPU showed that it was using more when switched to 2 processors. Is this just a glitch with version 7 that needs to be fixed or could I have a setting wrong. I was trying to make the buffer setting but apparently in this version the highest is 1024 not 2048? Of course 1024 or 2048 is not good for recording, but I was just trying to see if I could get the cpu to stop spiking. Any suggestions? That's very weird. I noticed no difference until I upgraded my Waves plugins for v7. Then a previously-recorded session that was hovering around 60-70% utilization dropped to a nice steady 40% (approx). I wish I could help you more, but all I can say is check to make sure you have enabled dual-cpu load balancing in PT.
